The “restructuring” of Amtrak will have consequences on both rail labor and passengers in the United States. Our concerns of privatization are unfolding in front of our very eyes. It is no secret that the federal government has plans to gut public transportation and turn over as many assets as possible to private, unaccountable industries. The information in Project 2025 explains their ultimate goals, and the AFL-CIO created this informative website to explain the impacts on transportation and other public institutions.

Tell Amtrak’s Board: Invest in Amtrak, Don’t Restructure It

Send a letter to Amtrak's Board of Directors and the Deputy Secretary of Transportation.

The Federal Railroad Administration (FRA) prompted Amtrak to pursue a major restructuring of its corporate organization. Amtrak management has now developed a preliminary framework that would divide key functions into separate businesses for infrastructure, passenger rail services, and fleet, operating under a parent company. Amtrak’s Board of Directors is asking for public input on the proposal before it comes back to the Board for consideration in December.

Comments are due October 30, 2026.

Let Amtrak and the Deputy Secretary of Transportation know that this is not the structural reform Amtrak needs — and it distracts from the real priorities — a fully funded Amtrak with dedicated funding.

Dear Amtrak Board of Directors,

We believe this restructuring puts the focus in the wrong place. Amtrak’s biggest challenges cannot be solved simply by changing its corporate structure. What Amtrak needs is the public investment and resources to provide safe, reliable service and expand passenger rail across the country.

We’re urging the Amtrak Board of Directors to reject the proposed restructuring and instead focus on the priorities that matter to passengers, workers, and communities:

> Fully fund Amtrak so it can expand service, improve reliability, and meet growing demand.
> Strengthen safety, staffing, and accountability rather than creating additional divisions between infrastructure, equipment, and operations.
> Protect Amtrak’s public mission and the good union jobs that keep the national passenger rail system running.
> Invest in infrastructure and equipment so Amtrak can maintain and expand service nationwide.
> Expand passenger rail to more communities, including rural and underserved areas.

Amtrak is more than a train operator. It is a national public transportation system that connects communities, supports local economies, provides an alternative to driving and flying, and supports thousands of good union jobs.
